BLOUNT COUNTY — Serious allegations regarding the conduct of Sheriff Mark Moon have surfaced, raising critical questions about potential conflicts of interest, the handling of confidential informants, and the treatment of specific inmates under his authority.

​The controversy intensified following public statements made by Logan Kerrigan, a former director of the men’s program at Redeemed Ministries. In a social media post, Kerrigan alleges that while Sheriff Moon was serving as an associate pastor at the ministry, leadership was informed of inappropriate sexual conduct involving Moon and a woman who was acting as a confidential informant for the Blount County Sheriff’s Office. Kerrigan claims that when attempts were made to bring the matter forward, ministry leadership stated the situation had already been “handled” and should not be discussed further.

​The allegations relate to broader scrutiny of the intersection between the Sheriff’s law enforcement duties and his involvement in local rehabilitation programs.

​Furthermore, questions have been raised regarding Sheriff Moon’s handling of specific criminal cases, most notably involving an individual identified as Lewis Donald Floyd, Jr. Public records show that Floyd was arrested in 2017 in both Blount and Etowah Counties for trafficking methamphetamine while on probation in Georgia. Floyd subsequently pleaded guilty to trafficking methamphetamine in Blount County and was sentenced to a split sentence, with the judge ordering that 12 months be served in the custody of the Blount County Sheriff. ​A 2024 report and public statements allege that the District Attorney’s office possesses evidence, including a recorded video call, suggesting Sheriff Moon may have postured to secure preferential treatment for Floyd.
